David Schwarz is one of Ross & Schwarz’s two partners, along with Mr. William Ross. For the past 14 years, David has advised public and private clients regarding municipal law, real estate disputes, affordable housing compliance, environmental issues, and employment law.

David was admitted to the California State Bar in May 2011. Prior to his admission to the Bar, he worked as a litigation paralegal for the State Bar of California’s Investigation and Enforcement Division, which investigated attorney ethical violations and misconduct.

His areas of expertise include: (1) Litigation – representing public agencies and property owners in state and federal courts; (2) Personnel Matters – including employee relations, labor law, wrongful termination, the Firefighter Bill of Rights, and negotiations with labor groups reaching Memoranda of Understanding; (3) Public Financing – including establishing Community Facilities Districts, special assessments, and Proposition 218; (4) Public Contracting – negotiating public contracts and formulating best practices for local agency purchasing policies; and (5) Brown Act and Open Government Laws – processing requests under the Public Records Act, public notice requirements, public meeting and Closed Session procedures, and compliance with the Political Reform Act.

Mr. Schwarz has represented public agencies in negotiating and enforcing water service contracts, and has defended municipalities from claims involving compliance with CEQA, the Brown Act, and the California Public Records Act.

Outside of his legal career, David assists with managing West Watch Farms, his family’s third-generation wheat and corn farm in Indiana.
